Why Become Certified as a DBE Firm?

The Disadvantaged Business Enterprise Program is designed to ensure there is an equal opportunity for socially and economically disadvantaged firms to compete for Department of Transportation (DOT) contracts.  Business that are certified as a DBE with the PAUCP are eligible to participate on any Federal Aviation Administration, Federal Highway Administration, and the Federal Transit Administration funded contract as a Disadvantaged Business Enterprise.

Our Team at RCI will connect DBRC members with agencies that provide the Pennsylvania Unified Certification Program Agencies (PA UCP) and/or HUD Section 3 Business Concern Certification.

What is the Pennsylvania Unified Certification Program (PA UCP)?

The Disadvantaged Business Enterprise Program is designed to ensure there is an equal opportunity for socially and economically disadvantaged firms to receive and participate in United States Department of Transportation (USDOT) assisted contracts.

Certification Requirements:

  • Citizens of the United States (or lawfully admitted permanent residents)
  • For-profit small business concern
  1. That is at least 51 percent owned by one or more individuals who are both socially and economically disadvantaged or, in the case of a corporation, in which 51 percent of the stock is owned by one or more such individuals.
  2. Whose management and daily business operations are controlled by one or more of the socially and economically disadvantaged individuals who owns the business
  • An individual whose personal net worth does not exceeds $1,320,000
  • Small business that meets the Small Business Administration’s (SBA’s) size standard and does not exceed $23.98 million in average gross annual receipts (over 3 years)

WHAT IS HUD SECTION 3 BUSINESS SELF-CERTIFICATION?
Section 3 is a provision of the Housing and Urban Development (HUD) Act of 1968 that helps foster local economic development, neighborhood economic improvement, and individual self-sufficiency.

Please visit: www.hud.gov/section3/ and follow the instructions provided to complete the certification process. Once on the website to self-certify and register: click on the Opportunity Portal, then under Section 3 Businesses, click on search for contracts, hit the Business Search tab and click on sign-in.

Certification Requirements:

51% or more of the businesses owned and controlled by low or very low-income persons* (*whose household income is no greater than 80% of the HUD Area Median Income.)
51% or more of the business is owned and controlled by current public housing residents or residents who currently live in Section 8 assisted housing
75% or more of the labor hours performed for the business over the last six-month period have been performed by Section 3 workers that meet the definition of low income within the last three years, from the date of first employment with the business* (*whose household income is no greater than 80% of the HUD Area Median Income.)
